On February 19, 2025, the plenary sitting of the Senate approved the report from the Committee on Economic Development and Finance on the Government's efforts to in the distribution of agricultural inputs to farmers.

In this report, Senators appreciated the progress made by the government including:

  1. Issuing regulations that ensure agri inputs reach farmers at the beginning of each planting season.
  2. The country achieving an 85% rate of local seed multiplication for selected crops.
  3. Farmers purchase agri inputs through a subsidy program in the Smart Nkunganire System (SNS).

After analyzing the Committee's report, Senators also recommended to:

  1. Accelerating the implementation of findings from soil research in Rwanda and continuously updating data to track soil changes. This would help in determining the specific fertilizers needed for different crops.
  2. Addressing challenges affecting the agri input trade, including upgrading the Smart Nkunganire System, integrating Electronic Billing Machine (EBM) receipts through the Mobile Ordering Processing Application (MOPA), and ensuring timely allocations to agri input traders.
  3. To allocate sufficient budget to Districts for covering the government's subsidy on agri inputs.
