Senators have commended the Government’s rollout of the digital national identity card (e-Indangamuntu), describing it as a key step toward faster and more efficient public service delivery during a consulative meetind which took place on 24 February 2026.
The Minister of ICT and Innovation, Paula Ingabire, informed the Senate that the system will provide a single, lifelong digital identity for every Rwandan. Coordinated by the National Identification Agency (NIDA), the platform integrates national systems, including Irembo, to enable secure data sharing and reduce repetitive paperwork through biometric verification.
The digital ID is expected to improve service delivery in healthcare, education, civil registration, and other public services, while operating under Rwanda’s data protection and privacy laws.
The Government aims to register 15 million citizens. As of 22 February 2026, over 1.8 million had submitted biometric data, with nationwide enrollment across all 30 districts expected to be completed by 2026.
Senators reaffirmed their support to ensure the system delivers secure and inclusive services for all Rwandans.
