The Plenary Sitting of the Senate of 18 February 2026  has commended the draft law revising the 2025/2026 State Budget, describing it as well prepared and aligned with national priorities.

Senators noted that the revised allocations are consistent with the pillars of the Second National Strategy for Transformation (NST2), ensuring coherence with Rwanda’s development agenda.

They also emphasised that the revisions uphold the fundamental principles of the Constitution, reflecting sound public finance management and compliance with the legal framework.

During discussions, Senators welcomed strong national economic growth and expressed confidence that the positive trend will continue in the coming years.

The Senate further observed that the budget adopted in June 2025 has already been implemented at 65 per cent, indicating that full execution is likely by the end of the fiscal year.

In addition, Senators commended the projected increase in domestic revenues from taxes and duties, noting that it reflects growing taxpayer awareness and contributes to Rwanda’s path toward self-reliance.
