On July 24, 2025, the plenary sitting of the Chamber of Deputies approved the law governing the professions of architecture, engineering and quantity surveying.

This law sets guidelines for establishing the professional bodies, for professional conduct of experts and practitioners in these fields and puts emphasis on oversight of the practice to ensure compliance with ethical standards and promote accountability.  

The key elements of the law include, among others, the inclusion of broader engineering professionals based on their educational qualifications, strengthening the governance structures of the professional bodies, support and simplification of investment procedures in construction and infrastructure and promotion of gender equality in the construction industry. 

The law expands the scope of recognised construction professionals. It now includes specialists previously excluded from legal frameworks, based on their academic qualifications and expertise in various fields of engineering and construction management.

This legal framework aligns with Rwanda’s broader development goals under the National Strategy for Transformation (NST2) and supports efforts to strengthen professionalism and integrity in the infrastructure sector.
