On 05 June 2023, the Plenary Sitting of the Chamber of Deputies tasked the Prime Minister, the Minister of the Ministry of Trade and Industry and the Minister of Local Government and the Minister of Infrastructure to overtly clarify issues that were found in the master plan, secondary cities, and industries respectively.
The Plenary Sitting of the Chamber of Deputies made the recommendations after considering the Trade and Commerce Committee’s report on the report of Auditor General’s performance audit report on the Development of secondary cities.
Among other decisions, the Plenary Sitting of the Chamber of Deputies asked the Prime to demonstrate how the government institutions in charge of the coordination of urban development activities are preparing master plans and their implementations, presenting the series and the roadmaps, the needed budget, the involvement of the citizens, private sector members and of other stakeholders.
The Auditor General’s performance audit report revealed many issues that are linked to the development of secondary cities including the irrelevance of the industries established in the district which don’t respond to the needs and opportunities available in districts, the report revealed the nonexistence of indicators for a development plan for job opportunities in the secondary cities, and roadmap illustrating the implementation of detailed physical plans to prevent unplanned buildings.
The audit conducted by the Office of the Auditor General was aimed at monitoring the implementation of the Development of secondary cities in which the Government has invested more than 66 billion Frw in the development of secondary cities in the fiscal year 2016/2017 and 2020/2021.
