As articulated by the Constitution and the law, on 04 April 2023, both chambers of the Parliament of Rwanda close the 2nd ordinary session of the year 2022/2023.
The President of the Senate, Dr Kalinda François Xavier stated that during the just concluded session, the Senate continued discharging its mandate in line with its specific responsibilities of monitoring the application of the fundamental principles provided for by Article 10 of the Constitution of the Republic of Rwanda.
Among other things, the Senate approved the appointment of twelve officials, adopted five organic laws, and the draft law determining the functioning of the Chamber of Deputies is still under consideration by the Conference of Chairpersons. The Senate has also provided its opinion on the revised law determining the state finances for the 2022/2023 fiscal year.
He also noted that Prime Minister Dr Ngirente Edouard presented before the Plenary of both Chambers the Government efforts for Agriculture sector transformation and food security.
On the side of the Chamber of Deputies, the Deputy Speaker of the Chamber of Deputies Mukabagwiza Edda pointed out activities carried out by the Chamber of Deputies, notably the relevances of 20 bills that have been approved, 23 laws that have been voted including some that were sent to the Senate and others sent for promulgation and others that are still under committees’ consideration. The Chamber of Deputies has approved the relevance of the draft revision of the Constitution which will be considered by the Conference of Chairpersons in near future.
In line with the responsibility of oversight of Government activities, Deputy Speaker said that the Minister of Youth, ICT and Innovation and Minister of State in Charge of ICT and Technical Vocational Education and Training appeared before the Plenary sitting to explain issues raised during MPs' field visits concerning development programmes for youth, and in TVET among others.
