On 12 September 2023, the Plenary session of the Senate approved the appointment of high officials including Dushimimana Lambert as the Governor of Western Province, Mutesi Linda Rusagara as the Chief Executive Officer of Agaciro Development Fund, Armand Zingiro as the Chief Executive Officer of Rwanda Energy Group, Prof. Munyaneza Omar as the Chief Executive Officer of Water and Sanitation Corporation, Umuhumuza Gisele as the Managing Director of Water and Sanitation Corporation (Utilities) Ltd, and Evariste Rugigana as the Director General of Rwanda Utilities Regulatory Authority.

The approval of the appointment was made after the Plenary Session adopted the report of the Committee on Social Affairs and Human Rights on the examination of the profile of Dushimimana Lambert, and the report of the Committee on Economic Development and Finance on the profiles of Mutesi Linda Rusagara, Armand Zingiro, Prof. Munyaneza Omar, Umuhumuza Gisele and Evariste Rugigana. 

The Chairpersons of the Committees pointed out that they have conducted interviews with these individuals and determined that their competence and experience will enable them to effectively fulfil their duties. 

Officials committed to putting effort into advancing and implementing national programmes including but not limited to the implementation of the government plan and ensuring effective management of the public resources, among others.

As provided for by Article 171 of the organic law N°007/2018.OL of 08/09/2018 determining the functioning of the Senate, the Senate has the responsibility to approve the appointment of officials.
