How Parliament Works Checks and Balances

The Constitution of the Republic of Rwanda enshrines power-sharing as a fundamental guarantee of inclusive governance under Article 10. Pursuant to Article 62 of the Constitution, the President of the Republic and the Speaker of the Chamber of Deputies cannot belong to the same political organisation. Members of Cabinet are selected proportionally on the basis of seats held in the Chamber of Deputies; however, no single political organisation may hold more than 50% of Cabinet positions. The appointment of other competent persons to the Cabinet remains permissible.
